Based on data from the 11th Internet Use by Minors in China Survey（2022），this paper studies the commonalities and differences in the cognitive attitudes and behavioral performance of urban and rural minors in the process of internet use. The age of urban minors accessing the internet for the first time is significantly lower than their rural peers. Urban and rural minors are over-reliant on the internet. Their physical and mental health is damaged. The digital divide is widening，the tendency to pan-entertainment is obvious，and online security awareness is lacking. This paper proposes various plans and measures to integrate social resources and promote the revitalization of rural education. It hopes that families，schools，and society will make concerted efforts to gradually form a multi-dimensional protection model for both urban and rural minors.
