中小微企业是国民经济和社会发展不可或缺的重要力量,目前,受经济下行压力影响,经营困难多,虽吸纳近八成的城镇劳动力就业,但结构性矛盾凸显,劳动力需求疲软,招聘不积极,尤其是校招意愿较低,预期谨慎。究其成因,有现行促进政策及服务举措激励效应不足、中小微企业吸引力不够的因素,也有相关引导不足、部门衔接不畅、供需结构错位等因素。在就业局势不确定性加大、高校毕业生就业总量压力加大、政府助力中小微企业“活得好”、供需之间的结构性矛盾逐步走向结构性适应的形势下,应强化政策稳定性和透明度,健全就业影响评估机制,稳预期强信心;强化政策资源供给,注重部门协同,提高毕业生就业服务质量;强化中小微企业政策扶持,促进其适时改进人力资源发展战略;强化市场引导,优化高等教育资源配置,健全高校毕业生就业质量报告制度;强化观念创新,营造良好氛围,引导毕业生树立正确就业观。
<<Small,medium and micro enterprises are indispensable and important driving forces for national economic and social development. At present,they are affected by the downward pressure of the economy and facing many operational difficulties. Although they absorb nearly 80% of the urban labour force for employment,structural problems are still pronounced,with weak labour demand,and inactive recruitment especially low willingness to recruit college graduates. Reasons include the insufficient incentive of the existing policies and initiatives,the lack of attractiveness of small,medium and micro enterprises,as well as factors such as insufficient guidance,poor coordination between departments and the mismatch between supply and demand structures. In view of the increasing uncertainty of the employment situation,increasing pressure on the employment of college graduates,the government’s assistance to small and medium-sized enterprises to “survive and live well”,and the change from structural tension between supply and demand towards structural adaptation,we need to strengthen policy stability and transparency,improve the employment impact assessment mechanism to stabilize expectations and strengthen confidence. Efforts should also be done to strengthen the supply of policy resources,focus on departmental coordination and improve the quality of employment services for graduates;to strengthen policy support for small and medium-sized enterprises and facilitate their timely improvement of human resources development strategies;to strengthen market guidance,optimize the allocation of higher education resources and improve the employment quality reporting system for college graduates;and to strengthen innovation in mindset,create a good atmosphere and guide graduates to establish a proper employment mindset.
