国企改革三年行动实施以来,基本实现董事会应建尽建和外部董事占多数、全面推行经理层成员任期制和契约化管理、积极统筹协调用足用好各类中长期激励政策、持续完善有利于科技创新的人才管理体制机制、推进三项制度改革在各层级子企业落地见效等改革部署,有力促进了国有企业在完善法人治理结构、推进混合所有制改革、健全中国特色现代企业制度等重点领域改革取得关键性进展,有效激发了国有企业发展活力和内生动力。目前国企改革三年行动主体任务完成进度超过90%,整体进入决战决胜阶段,需要全力以赴,攻坚克难,确保务期必成。
<<Since the implementation of the three year action of state-owned enterprise reform,specific reforms have been taken including establishment of boards of directors,external directors accounting for the majority,the tenure system and contractual management of managerial members,coordinated application of various medium and long term incentive policies and improved talent management system and mechanism conducive to scientific and technological innovation,and effective three-system reforms in subordinate enterprises at all levels. Reform results promote key progress in improving the corporate governance structure,promoting the mixed ownership reform,and improving the modern enterprise system with Chinese characteristics. It effectively stimulated the development vitality and endogenous driving forces of state-owned enterprises. At present,the main task of the three-year reform of state-owned enterprises is more than 90% complete,and the whole has entered a decisive stage,which requires all-out efforts to overcome difficulties and ensure that the task will be completed on time.
