不同历史阶段面临的发展环境不同,其改革导向也会存在差异。本文分四个阶段梳理了改革开放以来我国公立医院人事制度的改革发展历程,总结了不同发展阶段的改革侧重点。在此基础上,分析了今后一段时间公立医院人事制度改革的态势:进一步强化人才在高质量发展中的战略地位;建立健全符合行业特点的人事制度;有效落实用人自主权,充分激发创新创造活力。
<<The development contexts of different historical stages vary from each other,as well as the reform targets. This paper sorts out the reform and development of China’s public hospital personnel system based on four development stages since the reform and opening up,and summarizes the reform focus in different stages. On this basis,it analyzes the trend of personnel system reform of public hospitals in the future:Strengthen the strategic role of talent in quality development;establish personnel systems in line with industrial features;effectively implement the autonomy of talent selection to bring vitality to innovation.
