    “十四五”开局之年事业单位人事制度改革进展

    摘要

    深入实施新时代人才强国战略和乡村振兴战略,对事业单位人事制度改革提出了新要求,人社事业“十四五”规划对事业单位人事制度改革进行了具体部署。事业单位人事制度改革在公开招聘、评价与激励、领导人员选拔任用、能力建设等方面均取得了突破性进展。下一步事业单位人事制度改革要着重在政策的精准性、衔接性和实效性等方面持续发力。既要考虑制度的稳定性与灵活性的平衡问题,也要重视部门间政策的衔接,同时还要完善充分授权与有效用权的协同机制,营造更好地发挥用人单位自主权的良好环境。

    Abstract

    The strategy on developing a quality workforce in the new era and the strategy of rural revitalization were deeply implemented,which put forward new requirements for personnel system reform of public institutions. The 14th Five-Year Plan of Human Resources and Social Security made specific arrangements for personnel system reform of public institutions. Personnel system reform of public institutions has made breakthroughs in such key areas as public recruitment,evaluation and incentive,selection and appointment of leaders,and capacity building. The next step in personnel system reform of public institutions should focus on the accuracy,cohesion and effectiveness of policies. We should not only consider the balance between the stability and flexibility of the system,but also pay attention to the cohesion of policies between departments. At the same time,we should improve the coordination mechanism of full authority delegation and effective use of power,and create a good environment for better playing the autonomy of employers.
