我国人口总量依然保持低速增长态势,人口质量与城镇化水平持续提高,人力资源产业结构不断优化,全员劳动生产率、社会保障水平进一步提升。人才队伍建设成效显著,科技、教育、卫生人才规模不断壮大。与此同时,我国劳动年龄人口持续减少。有效应对人力资源发展新变化,应坚持人才工作更好地服务国家总体战略,促进人才结构布局优化调整,推进乡村和老年人力资源开发,注重人才管理服务的国际化。
