本报告梳理了一年多来我国人力资源的发展状况,分析了今后一段时间的发展态势。我国人口增速保持放缓态势,老龄化程度加深,城镇化水平和人口素质水平提升。部署实施新时代人才强国战略,人才培养机制持续优化,评价机制建设取得突破,流动与配置有序性日益提升,激励表彰工作稳步推进。公务员管理水平持续提升,事业单位人事制度改革不断深化,国有企业选人用人机制建设成效明显。重点群体就业稳中有进,就业服务持续加强,市场供求保持活跃状态,就业形势总体稳定。工资收入水平有新提高,工资收入引导与规范机制更为健全,国有企事业单位薪酬分配机制日益完善。社会保险制度覆盖面和基金规模稳步扩大,保险待遇进一步提高,保险机制持续优化,基金安全机制得到健全。稳步推进劳动合同管理和劳动保障监察执法,劳动人事争议多元处理机制进一步完善,保障农民工工资支付有突破性进展,新就业形态劳动者权益保障进一步加强。人力资源服务业保持发展态势,园区体系不断完善,对外开放深入推进。面对复杂严峻的国内外形势,人力资源发展必须有效应对风险挑战:强基提质,深入实施新时代人才强国战略;稳岗拓岗,优化就业结构提高就业质量;健全完善体系,强化社会保险保障能力;回应发展需求,夯实新就业形态劳动者权益保障;统筹推动,促进人力资源服务高质量发展。
<<This report reviews the development of human resources in China in the past year,and analyses the development trend in the future. The growth rate of China’s total population remained slow;the aging of the population further deepened,urbanization and quality of population steadily increased. The strategy of invigorating China through workforce in the new era was further strengthened;talent cultivating mechanism was optimized;breakthroughs were made in talent evaluation mechanism;orderly flow and allocation of human resources was enhanced;incentives and rewards for outstanding human resources were promoted. Civil service management was enhanced;personnel management system reform of public institutions was deepened;the outcome of the selection and employment mechanism of state-owned enterprises was outstanding. Continuous improvement of public employment service system was improved,market supply and demand kept active,employment kept stable as a whole. Salary and incomes kept increasing;systems were optimized and improved to perfect the wages guiding and regulating mechanisms;the mechanism of distribution in state-owned enterprises and public institutions was improved. The coverage of social insurance system and fund scale steadily expanded,and the level of social insurance treatment further improved;the insurance mechanism was optimized;fund safety mechanism was more sound. Labor contract management and labor security law enforcement were steadily promoted;the mechanism for handling multiple labor disputes was further improved,and a new breakthrough was made in the mechanism for guaranteeing payment of wages to migrant workers;the protection of the rights and interests of workers in new employment forms was strengthened. Human resources services industry maintained a sound development trend,the industrial park system continued to improve,opening-up policy was further deepened. In the face of the complex and severe situation at home and abroad,human resources development must effectively deal with risks and strengthen the development of high-quality momentum. It is important to strengthen the foundation and improve the quality to lay a solid theoretical foundation and intensify the implementation of the strategy of invigorating China with workforce in the new era;to deepen the implementation of the employment priority strategy,optimize the employment structure and improve the quality of employment;to deepen the reform,and continuously improve the social insurance protection capacity;to respond to the development needs,and solidify the protection of rights and interests of workers in new employment forms;to highlight priorities,and promote the overall development of high-quality human resources services.
