This report studies the development path of carbon finance in Huangpu District and Guangzhou Development Zone under the dual carbon goal，and makes an innovative exploration around the mode of combining distributed energy transformation and financial services in Huangpu District and Guangzhou Development Zone. Firstly，from the background of the double carbon goal，the existing carbon finance policies and implementation，and the development background of carbon finance in Huangpu District and Guangzhou Development Zone of Guangzhou，this paper leads to the problems that will be studied. Secondly，it analyzes the key issues of the implementation of carbon finance under the dual carbon goal from three aspects：the characteristics of carbon emissions，the utility performance of new energy and the adjustment of energy structure. Then，it gives an operable platform to build the implementation path of carbon finance. The purpose of building an efficient energy management platform is to explore the cooperation mechanism of “smart micro grid platform + government investment + coordination of existing grid providers”，and to practice the business model innovation of “energy-efficient technology + Green Finance + Carbon Asset Management + franchise fees”. The main functions of the platform include：Digitalization of traditional energy management，digitalization of new energy management system，information disclosure management in the process of carbon finance and 1.75 “combination” of central bank policy tools. Finally，some countermeasures and suggestions on the development path of carbon finance and green energy management are provided for Huangpu District and Guangzhou Development Zone in Guangzhou.
