本文从政策、法治、“人财物”、技术四个维度来评价广州应对突发公共卫生事件的能力,并根据居民对2021年“5·21”新冠肺炎疫情防控工作满意度的调查结果,提出应对突发公共卫生事件的能力提升对策建议。调查结果显示,居民对2021年“5·21”疫情防控工作总体满意,在涉疫政策的实施与机制的运行、疫情期间的法治环境、常规防控工作的组织与调度情况、数字化技术管控等方面均有较高的满意率。但与此同时,居民期待加强中高风险地区的管控力度、加强网络信息管控力度、改善封闭和封控区的物资与服务支撑、进一步解决老年人“数字鸿沟”问题。对此,本文提出完善编制内外人员的协调机制,做好常态化防控;加大信息管控力度加强前瞻性打击,发动街坊群防共治;持续加大“人财物”支撑,提供优质防疫物资与服务;加强信息互通,扩大信息技术应用范围与服务人群等对策建议。
<<This paper attempts to evaluate Guangzhou municipal capacity to deal with public health emergencies with respect to governmental policy,rule of law,manpower-funds-material resources and technologies,and propose countermeasures for improving its capacity to deal with public health emergencies on the basis of the investigation results of Guangzhou residents’ satisfaction towards Guangzhou governmental performance in its tackling the May 21 Covid-19 Outbreak in 2021. The investigation shows,on one hand,that Guangzhou residents are generally satisfied with Guangzhou governmental efforts in the epidemic prevention and control during the outbreak,particularly its efforts in its implementation of epidemic-related policies and mechanisms,the law enforcement during the epidemic,the organization and scheduling of regular prevention and control,and digital technology control and so on. On the other hand,Guangzhou residents point out the problems that need to be addressed,i.e. the government should tighten its control in medium-and high-risk regions,strengthen its control of network information flow,improve material resource and service supports in lockdown zones,and further address the problem of the “Digital Divide” among the elderly. With regard to the problems,this study suggests that the government should make the following efforts:to improve the coordination between government employees and non-government employees to ensure smooth regular pandemic prevention work;to strengthen its control of network information flow to gain a upper hand and mobilize residents in various neighborhoods to join in the fight against the pandemic;to continue increasing the supports of manpower-funds-material resources to provide high-quality prevention materials and services;to strengthen the information sharing,and expand the scope of information technology application and service population.
