    “健康广州”战略背景下广州医疗卫生服务供需匹配研究

    摘要

    “十四五”时期,广州将加快实施“健康广州”行动,力争成为打造“健康中国”战略的样本示范城市。为实现这一目标,广州准确把握居民医疗需求与医疗资源供给状况很有必要。因此,本文构建医疗卫生服务发展指数分析2015~2019年广州医疗资源供给状况,通过问卷调查剖析不断分化的居民医疗需求,在供需匹配框架下研判医疗卫生服务供需矛盾。结果显示,当前供需矛盾表现在高医疗需求与经费有限、优质医疗需求与医院软硬件发展受限、基层医疗服务水平不高、看病贵等四方面。对此应从建立健全多元投入机制、创新医疗卫生服务体制、多措并举提升基层医疗服务质量、完善医保制度等方面入手,推动“健康广州”行动高质量发展。

    Abstract

    During the “14th Five-Year Plan” period,Guangzhou will speed up the implementation of the “Healthy Guangzhou” action,the purpose of which is to make Guangzhou become a model for building the national “Healthy China” strategy. Therefore,it is necessary to accurately analyze the medical needs of residents and the supply of medical resources. This paper constructs a medical and health service development index to analyze the supply of medical resources in Guangzhou from 2015 to 2019,analyzes the medical needs of residents through a questionnaire survey,and judges the contradiction between supply and demand of medical and health services. The results show that there are four current contradictions,namely:the gap between the large amount of medical needs and the limited funds,the gap between the high-quality medical needs and the limited software and hardware of the hospital,the low level of primary medical services,and the high medical expenses. In order to effectively promote the “Healthy Guangzhou” action,this paper proposes to start from the four following aspects:to establish and improve the multi-input mechanism,to innovate the medical and health service system,to take multiple measures to improve the quality of primary medical services,and to improve the medical insurance system.
