During the “14th Five-Year Plan” period，Guangzhou will speed up the implementation of the “Healthy Guangzhou” action，the purpose of which is to make Guangzhou become a model for building the national “Healthy China” strategy. Therefore，it is necessary to accurately analyze the medical needs of residents and the supply of medical resources. This paper constructs a medical and health service development index to analyze the supply of medical resources in Guangzhou from 2015 to 2019，analyzes the medical needs of residents through a questionnaire survey，and judges the contradiction between supply and demand of medical and health services. The results show that there are four current contradictions，namely：the gap between the large amount of medical needs and the limited funds，the gap between the high-quality medical needs and the limited software and hardware of the hospital，the low level of primary medical services，and the high medical expenses. In order to effectively promote the “Healthy Guangzhou” action，this paper proposes to start from the four following aspects：to establish and improve the multi-input mechanism，to innovate the medical and health service system，to take multiple measures to improve the quality of primary medical services，and to improve the medical insurance system.
