According to the spirit of the document “Guiding Opinions on Promoting Social Forces to Participate in Vagrant and Beggar Rescue Services” issued by the Ministry of Civil Affairs in 2012，Guangzhou has been participating in vagrancy and beggar rescue services by purchasing social services since 2013.
