促进劳动力和人才跨界流动是适应中国经济社会发展形势的客观需要。随着粤港澳大湾区建设和改革开放的深入推进,珠三角九市与港澳两区的青年人才交流合作取得了快速发展。当前粤港澳大湾区跨境劳务合作推进具有人文与地缘优势、劳动力互补优势和区域经济一体化推动等有利条件,但同时也面临着港澳青年身份认同感不强、政策信息获取碎片化,人才政策制定及宣传不到位、创新要素流动不畅、高水平人才发展平台数量不够以及城市间人才协作机制不健全等问题和障碍。为有效吸引大湾区港澳青年人才来穗,应建立健全港澳青年人才引进的多层次机制,通过精准化、特色化、市场化人才政策的制定及宣传,进一步强化三地间的人文融通和交流;不断推进高水平人才发展平台建设,增强城市国际化影响力和人才基本公共服务保障能力,提供优越的发展空间和生活空间;深入探索城市间政务和人才协同机制,实现人才效用的最大发挥和大湾区共同发展。
<<Promoting the cross-border flow of labor and talents is an objective need to adapt to China’s economic and social development. With the deepening of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the deepening of reform and opening up,the exchange and cooperation of young talents between the nine cities in the Pearl River Delta and Hong Kong and Macao has achieved rapid development. At present,the promotion of cross-border labor service cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area has favorable conditions such as cultural and geographical advantages,complementary advantages of labor force,and promotion of regional economic integration. Problems and obstacles include inadequate policy formulation and publicity,poor flow of innovation elements,insufficient number of high-level talent development platforms,and imperfect inter-city talent collaboration mechanisms. In order to effectively attract young talents from Hong Kong and Macau in the Greater Bay Area to Guangzhou,a multi-level mechanism for the introduction of young talents from Hong Kong and Macau should be established and improved. The measurements include continuously promoting the construction of a high-level talent development platform,enhance the city’s international influence and talent’s basic public service guarantee capabilities,providing superior development space and living space;exploring the inter-city government affairs and talent coordination mechanism to maximize the effectiveness of talents and common development of the Greater Bay Area.
