随着《关于实施金融控股公司准入管理的决定》《金融控股公司监督管理试行办法》的出台,以及金融子行业的竞争日趋激烈,地方金融控股公司的处境日渐被动。地方金融控股公司的发展,有利于更好地服务地方中小微企业,提升地方重大战略实施和地方经济产业升级的效率,实现风险集中控制和金融机会平等、普惠金融。北京金融控股公司的获批,让地方金融控股公司看到了希望。安徽符合监管定义的两家地方金融控股公司为国元金控和合肥兴泰,这两家地方金融控股公司为安徽经济的发展做出了重要贡献,但也存在着不规范的问题。推进安徽地方金融控股公司的发展,需要统筹考虑国家监管、长三角一体化、区域经济发展、国企改革三年行动计划等因素,从申请牌照、明确业务模式、明确政策定位、培育差异化的业务能力、加强公司治理等方面着手,积极推动地方金融控股公司多元化发展。
<<The State Council’s “access decision”,the central bank’s “financial holding measures” and the increasingly fierce competition in the financial sub industry make local financial holding companies in a passive position. The development of local financial holding companies is conducive to better serving local small,medium and micro enterprises,improving the efficiency of the implementation of local major strategies and the upgrading of local economic industries,centralized risk control,realizing equal financial opportunities,Inclusive Finance and common prosperity. The approval of Beijing financial holding company gives hope to the development of local financial holding companies. The two local financial holding companies that meet the regulatory definition in Anhui are Guoyuan financial holding and Hefei Xingtai,which have made important contributions to the local economic development in Anhui,but there are also non-standard problems. To promote the development of Anhui local financial holding companies,we need to take into account national supervision,Yangtze River Delta integration,regional economic development and the three-year action plan of state-owned enterprise reform,and start from the aspects of applying for licenses,clarifying business models,clarifying policy positioning,cultivating differentiated business capabilities,and strengthening corporate governance.
