The essence of the Metaverse is the digitization of the real world.Although it is a virtual space，it is not an outlaw land.The law of the Metaverse includes the law within the Metaverse and the law outside the Metaverse，and derives the supervision system within the Metaverse and the supervision system outside the Metaverse.The former relies on the autonomy of the participants in the Metaverse，while the latter relies on the norms of the government.Through the collision and fusion of the two，a dualistic or even pluralistic meta-cosmic legal supervision system is finally formed.For the Metaverse，the government should adopt an inclusive and prudent regulatory attitude，adhere to the principle of encouraging innovation，formulate regulatory rules and standards in different fields，and leave enough space for the development of the Metaverse while strictly observing the bottom line of safety.
