Carbon neutral technologies are currently the focus of the world and the new driving force for future economic growth. Building a global carbon neutral science and technology innovation center is of great significance for technological breakthroughs，integrated innovation and all-round leadership in related fields in China. With abundant scientific research resources，the Yangtze River Delta region leads China in R&D and industrial application of carbon neutral technologies，and has built a large number of high-level international platforms for scientific and technological cooperation，laying a sound foundation for building a global carbon neutral science and technology innovation center. To build a global science and technology innovation center，it is necessary to build a number of carbon neutral science and technology innovation platforms at world-leading level，organize major scientific and technological progammes，and build a global carbon neutral science and technology innovation network. Besides，from the level of the country and Yangtze River Delta region，it is necessary to clarify the strategic positioning，development goals，construction contents and cooperation mechanism of the global carbon neutral science and technology innovation center，provide special support for basic research and cutting-edge technology research and development，and give key support to international science and technology cooperation and introduction of foreign high-end talents.
