The construction of the Guangdong-Hong Kong-Macao Greater Bay Area（GBA）is not only a new attempt to promote the formation of a new pattern of comprehensive opening up in the new era，but also a new practice to promote the development of “one country，two systems”. Based on the era background of high-quality development，this paper first analyzes the overall construction and development of the GBA from six aspects：economic development，scientific and technological innovation development，opening up to the outside world supported by the “Belt and Road”，opening-up policy between the mainland and Hong Kong and Macao，spatial quality improvement，and comparison with the International Bay Area；Then，from the perspective of spatial integration，it empirically analyzes the space-time evolution of high-quality development in the GBA from 2010 to 2020. On this basis，it further analyzes the problems and challenges faced by the high-quality development of GBA from five aspects：economic integration，innovation integration，opening-up integration，digital integration and spatial integration. Finally，policy suggestions are put forward in terms of continuously improving the market system，promoting the free circulation of innovative elements，promoting the formation of a new pattern of comprehensive opening-up，vigorously promoting the digital economy，and building a livable，tourism and business friendly quality life circle.
