随着世界百年未有之大变局加速演进,全球面临严峻的公共卫生挑战,促进城市健康发展成为中国迈向现代化新征程的重大议题。本报告在分析中国城市健康发展历程和面临挑战的基础上,构建符合中国国情的五维健康评价模型,系统评估中国城市健康发展状况。本报告研究发现,全国城市健康发展状态呈小幅改善态势,区域健康发展水平差异呈缩小态势,健康经济、健康管理指数的差距变化不显著,健康社会和健康环境指数差距显著缩小,健康文化指数差距依然较大;全国18个城市群健康发展水平呈梯度变化特征,城市群健康发展水平越高分异程度越显著。未来,中国应继续发挥国家健康治理优势,将健康融入所有政策;以健康贫困治理为核心,全面促进健康公平;以韧性治理理念为支撑,有效应对新型复合风险;高度重视气候变化影响,积极参与全球健康治理,推动构建人类卫生健康共同体。
<<With the accelerating evolution of the world’s unprecedented changes in a century,the world is facing severe public health challenges. Promoting the healthy development of cities has become a major issue in China’s new journey towards modernization. This report builds a five-dimensional health evaluation model in line with China’s national conditions on the basis of analyzing the healthy development process of Chinese cities and the challenges they face,and systematically evaluates the condition of healthy development of Chinese cities. The evaluation results show that the health development status of cities across the country is improving slightly,the differences in regional health development levels are shrinking,the gap between the health economy and health management index has not changed significantly,the gap between healthy society and healthy environment index has narrowed significantly,and the gap in health culture index is still relatively large. The level of healthy development of China’s 18 urban agglomerations is characterized by gradient change,and the higher the level of healthy development of urban agglomerations,the more significant the degree of differentiation. In the future,China should continue to give full play to the advantages of national health governance and implement policies that integrate health into all;take healthy poverty governance as the core,comprehensively promote health equity;take the concept of resilient governance as the support,effectively deal with various complex risks;attach great importance to the impact of climate change. Actively participate in global health governance and promote the building of a community of human health.
