元宇宙作为一个与现实世界映射和交互的虚拟世界，是疫情防控常态化背景下数字政府建设的最终模式。本文在系统论述元宇宙的概念特征、核心技术等基础上，阐释了元宇宙应用于CBD智慧治理的可行性与主要问题，并结合韩国首尔等在元宇宙应用中的最新探索，结合北京CBD、陆家嘴金融城和虹桥国际CBD在智慧治理方面的实践案例，从完善元宇宙的基础性制度、建立“元界政务平台”和“元界产业平台”提出未来基于元宇宙进行CBD智慧治理的政策建议。
<<The metaverse，as a virtual world that maps and interacts with the real world，is the final model of digital government construction in the post-epidemic era. On the basis of systematically discussing the conceptual features and core technologies of the Metaverse，this paper explains the feasibility and main problems of applying the Metaverse to CBD smart governance，and combines the latest explorations in the application of the Metaverse in Seoul，South Korea. Combining the practical case of Beijing CBD，Lujiazui CBD and Hongqiao CBD in smart governance，this paper puts forward policy suggestions for future CBD smart governance based on Metaverse from the improvement of Metaverse’s basic system，the establishment of “Metaverse Government Affairs Platform” and “Metaverse Industry Platform”.
