Strengthening the construction of CBD public safety risk management system is of great significance to improving CBD emergency management capabilities and promoting the modernization of CBD governance. CBD has carried out a series of explorations in social security risk management，public health risk management，accident disaster risk management and natural disaster risk management，and has achieved certain effectiveness. However，there still have a series issues，such as the systemic insufficiency of public security risk management，the weak ability to predict risks，and the confusion of risk management systems and mechanisms. CBD should take the public security risk management system and mechanism as the foundation，the risk management standards and emergency plans as the yardstick，and the risk management comprehensive information monitoring and command platform as the support to build a full risk cycle management system for pre-supervision，incident assessment，and post-event disposal of public security risks. In this way，the ability to respond to CBD public risks will be improved，and the stable and healthy development of the CBD economy and society will be guaranteed.
