Under the circumstances that the COVID-19 has a sustained impact on economic and social development，building a resilient industrial system and maintaining the fundamentals of long-term sound and stable economic development have become the top priority of the current work. As the highland of the development of modern service industry，CBD，from the perspective of resilience，has gained a number of important experience in advanced economic service modes from traditional industry，emerging service industry，headquarters economy and building economy，which has important enlightenment for enhancing the anti risk ability of China’s service industry. At the same time，the resilience transformation and upgrading of China’s CBD industry still faces a series of problems and challenges. It is urgent to make sustained efforts in building a resilient development system of distinctive industries，narrowing the development gap between different regions，improving the ability to radiate the surrounding areas，building a highland of international talent，and deeply integrating into the “dual circulation” development pattern，so as to promote high-quality industrial development and the construction of a modern economic system.
