交通是强国之基、兴国之要。如何运用投融资政策激发交通基础设施促进经济高质量发展的内在潜力,成为新发展阶段亟须重点研究的问题。本报告以公共风险理论为基础,分析了十八大以来交通基础设施投融资政策出台背景,进而系统梳理并总结了交通基础设施投融资政策的主要内容及其显著成效,重点论证了交通基础设施可能面临的资金缺口持续扩大、投资洼地效应与极化效应凸显,交通基础设施投资与劳动力流动方向不一致导致资金错配等风险,据此提出以创新交通基础设施融资模式、扩大交通基础设施有效投资规模作为重要抓手,加大交通基础设施前沿技术与应用技术创新投资强化枢纽型城市重点物资保供能力等政策建议,以期强化政策杠杆效应,助力现代综合交通运输体系引领新时代交通强国建设,为现代化强国建设注入交通动力。
<<Transportation is the foundation of a strong country and the key to national prosperity. How to use investment and financing policies to stimulate the inherent potential of transportation infrastructure to promote high-quality economic development has become an urgent and key issue to be studied in the new development stage. In this report,based on the theory of public risk,this paper analyzes the transportation infrastructure investment and financing policy since the eighteenth big background,system carding and summarizes the main content of the transportation infrastructure investment and financing policy and its remarkable achievements,this paper analyzes the traffic infrastructure could face a funding gap of large,investment depression effect and polarization effect,transportation infrastructure investment and capital mismatch risks caused by labor migration direction,and put forward innovative transportation infrastructure financing model,expanding transport infrastructure investment as the main fulcrum effectively,and increase the transportation infrastructure in cutting-edge technologies and applications of technology innovation investment to strengthen hub city policy suggestions such as key material guarantee for the ability,in order to strengthen policy leverage,We will help build a modern comprehensive transport system to lead the building of China into a transport power in the new era and inject transport power into the building of a modern China.
