Concession is the main means for national parks to coordinate “the strictest protection” and “clear waters and green mountains are as valuable as mountains of gold and silver”. It can ensure “universal public welfare” and make the market play a highly efficient role in allocation of resources under the premise of “ecological protection first”. Concession is firstly the basic institution of the national park system. Secondly，it is the development institution and thirdly protection institution in and around the national park. Taking the Taipingdong Village community co-construction project in Nanling National Park as an example，we introduce the concession institution of “limited and orderly competition”，which can not only regulate the development chaos of tourist attractions in the past，but also fill and improve related services of protection，scientific research，education and recreation in National Parks. As a result，a situation of “protect together” has been formed.
