经过40年的发展,我国风景名胜区对战略性保护我国自然文化景观发挥了重要作用。风景名胜区管理过程中出现的公益性机制扭曲、国家所有权虚置、经营体制不完善、规划与监管体系不健全等问题,主要归因于系统性的公共规制失灵,严重影响业态升级。当前,在我国以国家公园为主体的自然保护地体系建设过程中,应充分借鉴风景名胜区上述管理经验和教训,坚持国家利益主导、全面公益性基本价值取向;坚持法治建设为先,实现国家代表性资源战略性保护;坚持绿色发展,建立科学高效的特许经营机制;推动全民参与,生态监管和市场监管双管齐下。
<<After forty years’ development,China’s scenic spots have played an important role in the strategic protection of the natural and cultural landscapes in China. The issues such as the distortion of the public-interest mechanism,the fictitious national ownership,the imperfect operation mechanism,and the defective planning and supervision systems in the process of scenic spot management are mainly attributable to the failure in systematic public regulations,which has serious impact on the upgrading of the operation formats. In the current process of establishing the protected area system with national parks as the backbone,it is necessary to fully draw on the lessons from the above management experiences,adhere to the guiding role of national benefits and the basic value orientation of comprehensive public interest;adhere to the priority of rule of law construction and realize the strategic protection of national representative resources;adhere to the green development and set up scientific and efficient franchise mechanisms;and facilitate the participation of all people,as well as both the ecological supervision and market supervision.
