我国国家公园特许经营范围不统一,与别国国家公园“concession”相比,或是与我国自然保护地原有特许经营范围相比,存在范围扩大化现象。究其原因,是没有紧扣“特许经营”的原本内涵,而将其内涵扩大成了“经由特别许可的商业经营”。与新内涵对应的广义国家公园特许经营体系包括三类特许经营,分别有不同目的:提供国家公园公共产品和服务;提供国家公园其他产品和服务;实现国家公园品牌标识等无形资源的价值。我国国家公园特许经营涉及商业访客服务项目、自然资源直接利用活动、基础设施和公用事业项目、国家公园品牌标识等无形资源的使用,应该对各种特许经营项目进行分类管理。
<<The scope of China’s national park concession is not unified. Compared to national park concession in other countries or to the original concession of protected natural areas in China,there is scope expansion. The reason is that the previous connotation of “concession” is not being followed,instead,it has been interpreted as “commercial operation through special permit”. The system of national park concession which accommodates to this new connotation includes three types of concession,each for different purpose:①providing national park public goods and services;②providing other national park goods and services;③realizing the value of intangible resources such as national park brand and logo. National Park concession in China involves commercial visitor services,direct utilization of natural resources,infrastructure and public utility projects,use of intangible resources such as national park brand and logo. All kinds of concession projects should be managed by category.
