协调青藏高原自然保护地与人类活动冲突是当前我国自然保护地体系建设亟待解决的关键问题之一。本文剖析了自然保护地与人类活动的关系,以雅鲁藏布大峡谷国家公园拟建设区域的核心主体雅鲁藏布大峡谷国家级自然保护区为研究案例,探析其冲突演变过程、分类及表征,从而在未来国家公园建设的体制变革中寻求协调冲突的优化路径。研究发现:不同制度空间下,自然保护地与人类活动的关系有所不同,可表现为冲突和利益两种关系;雅鲁藏布大峡谷国家级自然保护区与人类活动的关系经历了潜在对立、认知介入和冲突意向的过程。利用边界划定和功能分区的手段,在产业、城镇化和边防管控等方面进行空间调控,从而形成新的制度空间,为自然保护地绿色发展提供有利基础。
<<Coordinating the conflict between protected areas and human activities in Tibet Plateau is one of the key issues that need to be solved urgently in the construction of China’s protected area system. This paper analyzes the relationship between protected areas and human activities,takes the Yarlung Zangbo Grand Canyon National Nature Reserve,the core of the proposed area of The Brahmaputra Grand Canyon National Park,as a research case,and analyzes evolution process,classification and characterization of the conflicts,so as to seek optimal paths for coordinating conflicts in the institutional reform of national park construction. The study found that under different institutional spaces,the relationship between protected areas and human activities is different,which can be manifested as two kinds of relationships:conflict and interest;the relationship between the Yarlung Zangbo Grand Canyon National Nature Reserve and human activities has undergone a process of potential confrontation,cognitive intervention and conflict intention. Using the methods of boundary demarcation and functional zoning,spatial regulation in terms of industry,urbanization and border control are carried out,so as to form a new institutional space and provide a favorable foundation for green development of the protected area.
