党的十九大报告提出了交通强国战略部署,在智能技术快速发展的背景下,智慧高铁为我国高铁事业带来了新的机遇,设计能实现智慧高铁内外部系统互惠共赢的补贴机制至关重要。本报告进一步将补贴机制细分为外部补贴机制、内部补贴机制和价格机制。其中,外部补贴主要指政府在兼顾公平与效率的前提下,以税收政策和财政补贴等方式给予企业的激励;内部补贴则是依据铁路运输服务的公益性,在适当扩大项目合理边界的基础上,提高社会投资者的收益比例。本报告首先分析了铁路公益性运输补贴机制的理论基础,然后对世界各国的铁路补贴机制进行总结,对比分析我国与英国、法国、日本等国家铁路主要补贴政策的异同,最后结合我国当前的政策现状与智慧高铁公益性的特征,对我国智慧高铁补贴机制的设计及建设发展提出建议。
<<Based on the strategic deployment of a country with strong transportation network proposed in the report of the 19th National Congress of the Communist Party of China,in the context of the rapid development of intelligent technology,intelligent high-speed railway has brought new opportunities for China’s high-speed railway industry. How to design a subsidy mechanism that can achieve mutual benefit between the internal and external systems of intelligent high-speed railway is of great importance. This paper further subdivides the subsidy mechanism into external subsidy mechanism,internal subsidy mechanism and price mechanism. The external subsidy mainly refers to that the government gives enterprises incentives in the form of tax policies and fiscal subsidies on the premise of balancing fairness and efficiency. Given the public welfare of railway transportation services,the internal subsidy is to increase the proportion of social investors’ earning by appropriately expanding the reasonable boundary of the project. This paper first analyzes the theoretical basis of railway public welfare transport service subsidy mechanism,and then summarizes the railway subsidy mechanism of various countries in the world,and compares the main railway subsidy policies of China and Britain,France,Japan and other countries. Combined with China’s current policy status and the characteristics of the public welfare of intelligent high-speed railway,this paper provides enlightenment for the design and construction of subsidy mechanism of intelligent high-speed railway in China.
