The report puts forward countermeasures for improving the innovation capacity of the Beijing-Tianjin-Hebei region base on examining the current situation of the digital economy and its impact to the innovation capacity in the region. Through three aspects：digital industrialization，industrial digital and digital governance to show the current situation of digital economy. Furthermore，compared its characteristics of development with Yangtze River Delta region，Pearl River Delta region and Chengdu-Chongqing region. For the impact of the development of the digital economy on the innovation capacity in Beijing-Tianjin-Hebei region，the report mainly analyzes the direct effect and indirect effect of the digital economy on innovation capacity，Which finds the development of the digital economy has strikingly positive effect to innovation capacity，and also has indirect effect by influencing the accumulation of human capital and the efficiency of R&D capital allocation. Based on this，the report proposes that Beijing-Tianjin-Hebei region should focus on the construction of digital infrastructure，digital industry integration and digital government governance，and build an integrated enterprise innovation structure that reduces the cost of innovation，a collaborative industrial model that achieve the integration of industries，and an open innovation ecological system to implement resource sharing.
