人力资源是数字经济发展的核心要素,建设富有韧性的人力资源系统是应对技术冲击、推动京津冀数字经济转型、实现创新高质量发展的必要举措。本报告构建指标体系评价2019~2021年京津冀人力资源韧性,并根据各省市暴露的发展问题匹配相适应的治理策略。研究发现:从整体韧性现状看,韧性均值排名是北京、河北、天津,京津冀整体及北京呈上升趋势,河北保持相对稳定,天津呈下降趋势,河北和天津的发展呈不均衡状态;从韧性治理看,北京、河北和天津适用的治理策略分别是整体性治理、协同治理、网络化治理。本报告为区域人力资源韧性的动态评价与治理提供了解决思路,同时也可应用于其他省市。
<<Human resource is the core element of digital economy development. Building a resilient human resource system is a necessary measure to deal with technological shocks,promote the digital transformation of Beijing-Tianjin-Hebei,and achieve innovative and high-quality development. This report builds an indicator system to evaluate human resource resilience in Beijing-Tianjin-Hebei from 2019 to 2021,and matches appropriate governance strategies according to the development problems exposed by each province and city. The report finds that:From the perspective of the overall resilience status,the average ranking of resilience is Beijing,Tianjin,Hebei. Beijing-Tianjin-Hebei and Beijing show an upward trend,Hebei remains relatively stable,while Tianjin shows a downward trend. The development of Hebei and Tianjin is uneven. From the perspective of resilience governance,the applicable governance strategies in Beijing,Hebei and Tianjin are holistic governance,collaborative governance and networked governance. This report provides a solution for the dynamic evaluation and governance of regional human resource resilience,and can also be applied to other provinces and cities.
