This paper constructs the high-quality development indicators of Beijing-Tianjin-Hebei counties from five dimensions of innovation drive，economic vitality，economic structure，people’s livelihood development and quality of life，and measures and evaluates the high-quality development level of Beijing-Tianjin-Hebei counties from 2015 to 2019.，the study found that，from the current situation，the spatial distribution of the high-quality development index of Beijing-Tianjin-Hebei counties is centered on the “Beijing-Tianjin Development Axis”，“Bohai Rim Development Belt” and the major metropolitan areas. The inland Hebei Province，especially the central and southern Hebei counties as the periphery. “Core-Periphery” structure. From the perspective of changes，the changes in the high-quality development index of Beijing-Tianjin-Hebei counties show spatially that “counties in the central part of Beijing-Tianjin-Hebei are uplifted，and counties in the north and south are sinking”，“counties within the metropolitan area of key cities are rising，and counties around the Bohai Sea are declining” and “resource-based counties” The three characteristics of the decline and the rise of traffic node-type counties. Among them，Daxing District，Dachang Hui Autonomous County，Gu’an County，Yongqing County，Huairou District，Pinggu District，Xinji City and other districts and counties located in the key metropolitan circles of Beijing，Tianjin and Hebei have outstanding high-quality development status and growth rates. Counties within the Beijing-Tianjin-Hebei metropolitan area，transportation node counties，and counties with high population density will be better equipped to achieve high-quality development.
