As a new driving force leading industrial transformation and upgrading，digital economy plays a role in promoting industrial transformation and upgrading. This paper uses the panel data of 13 prefecture-level cities in the Beijing-Tianjin-Hebei from 2015 to 2019，and on the basis of a comprehensive analysis of the digital economy and industrial transformation and upgrading，builds a digital economy evaluation index system from two aspects of infrastructure and innovation and development. The degree of industrial transformation and upgrading is measured in terms of advancedization and industrial transformation speed. This report uses the entropy method to measure the digital economy level of the sample cities，and uses the fixed-effect panel model to measure the specific effects of the digital economy on industrial transformation and upgrading. The study found that the development of digital economy can promote the advanced industrial structure and industrial transformation，and has a positive impact on industrial transformation and upgrading；the development of digital economy in the Beijing-Tianjin-Hebei is unbalanced，and the development of digital economy in Beijing and Tianjin has great advantages. The development of cities in Hebei has a significant lag，and the regional synergy effect of Beijing-Tianjin-Hebei in the development of digital economy is not obvious. Accordingly，this report proposes measures that are conducive to the in-depth integration of digital economy and industries in the Beijing-Tianjin-Hebei，and the coordinated regional development，so as to accelerate the industrial transformation and upgrading of the Beijing-Tianjin-Hebei and promote the high-quality development of the Beijing-Tianjin-Hebei.
