China has become the nation of a strong cyber power. Compared with developed countries，we still have a large gap in strategy，technology，industry and defense of cyberspace security. Facing many cyberspace security problems，it is slightly passive in the complex cyberspace security game. Wherefore，we should make a forward-looking arrangement to occupy the strategic highland. Aiming at developing our strategic thinking on cyberspace security assurance that is both rich in Chinese characteristics and in line with the world development trend，we should strive for strategic initiative with independent innovation industry，focus on national security and long-term development，build a world-leading，security and trust self-reliance cybersecurity industry ecosystem，and fundamentally solve the problem that core technologies are controlled by others. And we should actively participate in international governance of cyberspace，strengthen international cooperation in cyberspace，and enhance China’s international leading position in the field of cyberspace. At the start of the 14th Five-Year Plan，we will strive to create a technology industry ecology with security and trust as the core，build a cyberspace security foundation with both offensive and defensive capabilities，establish a smooth and efficient organization and management system and a complete system of laws and regulations，strengthen the funding guarantee of a virtuous cycle，and serve the multi-level talent development work，which will help to provide a strong guarantee for national cyberspace security and build a solid foundation for building a cyber power.
