At present，data has become a key factor of production，and cross-border data flow is the basic premise and inevitable trend of globalization in the digital economy era. However，the development of data globalization inevitably triggered the concerns of personal privacy，national security and economic security. More and more countries （regions） begin to strengthen the supervision and restriction of cross-border data flow. How to achieve efficient，safe and orderly cross-border data flow has become the most concerned proposition of governments and enterprises in the digital economy era. In this context，this paper systematically analyzes the policy status and practice of promoting cross-border data flow in China，analyzes relevant problems and challenges，and puts forward the basic principles，implementation paths and strategies.
