Along with the continuous development of modern society，community has become a major place where service related to people’s livelihood is provided，and an important carrier of community governance. As a major part and important basic of community governance，community service needs to be improved through systematic construction. China is now in an important historical stage and Socialist construction is on a new journey，community governance faces many new challenges. Besides，the coronavirus pandemic （COVID-19） is sweeping the world and makes a great impact on society，community service has played a more and more important role in community governance and takes more and more responsibility，so the necessity of systemic construction of community service becomes prominent. However，there are also structural and operational problems in the construction of community service system. From the perspectives of systematic construction and coordinated development，this report focuses on the condition of community service system in Beijing，analyzes problems in it，then explore the way to build it which conforms to the requirement of the new development stage.
