Since the 18th National Congress of the Communist Party of China，Beijing community social organizations have developed rapidly and played more and more roles under the regulation and support of policies such as the registration and filing model of hierarchical responsibility and three-dimensional and diverse cultivation and development measures，but they still face questions such as insufficient implementation supportive policies，unbalanced regional development，insufficient role in community governance，and lack of financial supervision. Through in-depth research，this paper analyzes the reasons for the dilemma of community social organizations at all levels，and from the two levels of the government and social organizations，it proposes to improve the legal and policy system，clarify the organization and management mechanism，develop community alliances，enhance endogenous development capacity，and expanding the influence of the organization.
