本文对2021年全国各级旅游行政部门及相关部委出台的疫情防控系列政策进行了梳理,分析了疫情防控常态化阶段旅游行政治理的主要挑战,并对常态化疫情防控下旅游行政部门的政策优化提出了建议。政策梳理发现,2021年我国各级旅游行政部门的疫情治理工作有序开展,相继出台了疫情防控、企业扶持、市场复苏等一系列政策。进入疫情防控常态化阶段,旅游行政部门面临旅游场所管控难度升级、治理措施精度提升、协同治理需求强化等挑战。研究提出,旅游行政部门应突破困境,建立多层级多部门联动治理机制,形成疫情防控、企业扶持、产业转型升级、消费刺激等综合性政策体系,要在保证疫情有效防控的基础上,从供需两端同时发力,加快旅游产业的恢复与发展。
<<This paper sorted out the epidemic prevention and control policies issued by tourism administrative departments at all levels and relevant ministries and commissions in 2021,analyzed the main challenges of tourism administrative governance at the stage of normalized epidemic prevention and control,and put forward suggestions for policy optimization of tourism administrative departments in the context of normalized epidemic prevention and control. According to the policy review,China’s tourism administrative departments at all levels carried out epidemic control work in an orderly manner in 2021,and issued a series of policies for epidemic prevention and control,enterprise support and market recovery,providing policy support for the recovery and development of tourism. However,with the long-term impact of the epidemic,tourism administrative departments are faced with the challenges of escalating difficulty in epidemic prevention and control,increasing demand for diversified support methods,and low innovation level of policies and measures. Research suggests that the tourism administrative department must strengthen normalized epidemic prevention and control work,on the basis of promoting tourism recovery revitalization and development of the high quality,the more you do it in administration work department coordination,across levels linkage,epidemic prevention and control,balance between supply and demand,innovation and development and corporate support comprehensive policy system,On the basis of effective epidemic prevention and control and the integrity of the industrial factor market,the two major issues of tourism development and safety should be coordinated to maintain the upward development trend of the tourism industry.
