职工教育培训是国家实施创新驱动战略、人才发展战略和推动经济社会转型升级的内在需求,是提高产业能力与核心竞争力的基础性工作。本报告以2020年北京市总工会组织开展的北京市职工教育培训示范点项目为研究对象,分析项目推出的政策背景、实施开展情况、项目模式及效果。研究发现,该项目在一定程度上形成了资源配置、专业统筹、发展支持的职工教育培训平台,在多元参与、需求导向及供需对接等方面做出了有益探索,对首都职工教育培训整体层面的发展起到了推动作用,但在供需匹配、课程设置、专业统筹等方面仍存改进空间。
<<Staff training is the internal demand for the country to implement innovation-driven strategy talent development strategy and promote economic and social transformation and upgrading. It is the basic work to improve industrial capacity and core competitiveness. This report takes the Beijing Staff Training Demonstration Site Project organized by the Beijing Federation of Trade Unions in 2020 as the research object,and analyzes the policy background,implementation,project mode and effect of the project. It is found that the project has formed a staff training platform with resource allocation,professional overall planning and development support,made beneficial exploration in multiple participation,demand orientation and supply-demand connection,and promoted the staff training in the capital on the overall level. However,there is still room for improvement in terms of supply and demand matching,curriculum and overall planning.
