Steadily advancing the welfare and security of the disabled is an important part of Beijing’s social security system，which takes the lead in expanding the middle-income group and promoting common prosperity. This report reviews the national and Beijing Municipal laws，regulations and important policies on the disabled，as well as the main achievements in promoting the welfare of the disabled in Beijing in recent years. At the same time，it also analyzes the problems and deficiencies in the coordination of welfare security for the disabled，the ability of public institutions to help those in urgent need，the innovation of social security policies，and the dynamic adjustment mechanism of “two subsidies”. On this basis，this paper puts forward suggestions like strengthening the overall plan of welfare of the disabled persons，strengthening community rehabilitation service for the mentally disordered people，improving the level of income disability groups，speeding up the incubation of the rehabilitation equipment industry，strengthening the basic supply of facilities and services，and improving the capacity of sustainable development of the social institutions.
