    2021~2022年中国旅游购物的安全形势分析与展望

    摘要

    新冠肺炎疫情背景下,我国旅游购物安全形势仍十分严峻。2021年全年旅游购物安全事件激增,在我国共收集到443起旅游购物投诉案例,较2020年增加103。21%。其中,国内旅游购物投诉数量翻倍,跨境旅游购物安全事件锐减。疫情起伏影响事件发生,清明、暑假与“十一”黄金周仍是购物安全事件高发期,西部地区成为购物安全事件高发区,旅游购物典型投诉类型与往年类似,而免税店提货问题成投诉热点。旅游购物安全管理在强化旅游质量监督、整治旅游行业乱象、加强导游审核培训、开启“互联网+监管”、构建现代旅游治理体系等方面取得了进展。展望2022年,我国局部地区仍存在偶发疫情的可能,境外疫情输入压力依然较大,旅游市场的复苏在整体乐观中存在不确定因素,预计未来我国旅游购物安全事件可能呈现小幅减少的趋势。在疫情防控常态化背景下,可从打破旅游购物利益链条、鼓励民众参与旅游购物市场监管、将购物管理纳入旅游提质增效、营造智慧旅游购物环境、建立旅游购物舆情管理制度五个方面着手,减少旅游购物安全事件的发生。

    Abstract

    Under the background of COVID-19,the safety situation of tourism shopping in China is still very grim. Tourism shopping safety incidents surged throughout the year,with a total of 443 complaints about Chinese tourism shopping collected in China,an increase of 103.2% over 2021. Among them,the number of domestic tourism shopping complaints has doubled,and the shopping safety incidents of cross-border tourism have decreased sharply. The fluctuation of the epidemic affected the occurrence of tourism shopping events. Qingming Festival,summer vacation and National Day are still the high incidence periods of shopping safety events. The western region has become a high incidence area of shopping safety incidents,the typical complaint types of tourism shopping are similar to those in previous years,and the pick-up of duty-free stores has become complaint hot spots. Tourism shopping safety management has made progress in strengthening tourism quality supervision,rectifying chaos in the tourism industry,increasing tour guide audit training,opening “Internet + supervision”,and building a modern tourism governance system. Looking forward to 2022,the epidemic situation in some parts of China still occurs occasionally,the pressure of overseas epidemic import is still large,and there are uncertainties in the recovery of the tourism market in the overall optimism,and it is expected that the future tourism shopping safety incidents in China may show a slight downward trend. In the case of the normalization of the epidemic,we can reduce the occurrence of tourism shopping safety incidents from five aspects:breaking the interest chain of tourism shopping,calling people’s participation in tourism shopping market supervision,improving quality and efficiency of tourism shopping,creating a smart tourism shopping environment,and establishing a tourism shopping public opinion release system.
