Emergency management exercise is an important way to improve the ability of leading cadres to deal with emergencies. Through the analysis of German strategic crisis management exercises，the crisis management training of the French officials，and the exercises in US and China. It is considered that there are two types of like exercises，Educational Training and Professional Training. Both scenario designments should be based on risk analysis，and the evolution of scenarios should conform to the objective laws and be easy for decentralized implementation. It is also considered that the exercises needs the guarantee from technologies and policies. It is suggested to set up a series of national-level exercises，to strengthen the education training exercises for officials at all levels，to improve the work of catastrophe scenario building and the construction of the supporting systems for the exercises.
