以舆论引导的观念共识和制度规范为“基准”,从信息发布、媒体沟通、议题引导三个维度评估2021年的重大突发事件舆论引导工作,发现其有三个突出特点:一是规范性增强,有效性不足;二是扩展传播的能力提升,预警服务的能力不足;三是占据主动的能力强,把握主导的能力弱。基于当前舆论生态发展变化的“客观要求”和重大突发事件舆论引导的“具体需求”,提出主要政策建议:一是以信息供给侧研判公众需求,提高信息发布的针对性;二是强化舆情风险评估,防范回应失灵引发重大舆论风暴;三是强化媒体的灾害预警报道;四是增强舆论引导的议题设置能力和价值观传播。
<<Taking the basic conceptual consensus and institutional norms of public opinion guidance as the “benchmark”,the public opinion guidance ability of major emergencies in 2021 is evaluated from the three dimensions of information release,media communication and agenda setting. It is found that there are three prominent characteristics,namely,more standardization and less effectiveness;High expansion communication capacity and lack of early warning service capacity;Stronger initiative,weaker leadership. Put forward main policy suggestions,such as improving the pertinence of information release;strengthening public opinion risk assessment;avoiding response failure and enhancing media disaster early warning reporting;enhancing the ability to set issues and the dissemination of values.
