This paper examines the situation，challenges and progress of the construction of my country’s biosafety legal system，analyzes the existing system framework of the biosafety legal system，the party’s leadership，national security attributes，Biosafety goals and basic systems for biosafety prevention and control put forward a basic path to systematically improve the institutional capabilities of the modernization of biosafety governance systems.
