Luoyang paper-cutting is a living culture rooted in the land ofHeluo. It is a breakthrough point to release the accumulation of intangible cultural heritage. It has become an important carrier to promote Luoyang’s intangible cultural heritage and support the construction of Luoyang as an international humanistic exchange center. This paper starts from the artistic characteristics of Luoyang paper-cutting. Then expounds its inheritance and development trend from the pattern，subject matter，visual effects，and communication methods. Finally，from the perspective of protection and inheritance of Luoyang paper-cutting，the paper puts forward the suggestion of developing Luoyang paper-cutting to promote the construction of Luoyang as an international humanistic exchange center.
