    2021~2022学年河南民办基础教育调研报告

    摘要

    近年来,由于办学机制灵活,社会资本不断加大对民办基础教育行业的投入,涌现出部分优质民办学校,河南民办学校在校生人数逐年增加,形成了相当大的体量。随着2021年国家一系列重磅政策的密集出台,多套政策形成“组合拳”,充分展现国家重塑教育生态、促进教育公平的决心,标志着民办教育迈入了规范化发展的新阶段,民办小学、初中的学校数量、在校生人数均首次出现负增长。河南义务教育阶段民办学校进入艰难抉择期。随着窗口期的临近,可以预见,部分“公参民”学校进行公改后继续办学,部分不正规民办学校被关停,部分民办达标学校或转为公办,部分民办学校将会很压缩招生规模。民办转公办,或者停办,或者转型为职业学校、托育教育、国际教育或将成为最近几年民办学校的最大趋势。

    Abstract

    In recent years,due to the flexible school-running mechanism,social capital has continuously increased investment in the private basic education industry,and some high-quality private schools have emerged. The number of students in Henan private schools has increased year by year,forming a considerable volume. With the intensive introduction of a series of national policies in 2021,multiple sets of policies form a combination fist,fully demonstrating the determination of the country to reshape the education ecology and promote education equity,marking the private education has entered a new stage of standardized development. The number of private primary schools and junior high schools,and the number of students are negative growth for the first time. Compulsory education in Henan private schools enter into the difficult option period. As the window period is approaching,it can be foreseen that some “public participation and civilian” schools will continue to run schools after public reform,some non-regular private schools will be shut down,some private schools meet standards or become public,and some private schools will compress enrollment scale soon. The biggest trend of private schools in recent years will be to turn them into public schools,or stop running them,or turn them into vocational schools,foster education or international education.
