    打造洛阳文创旗舰劲旅,助力国际人文交往中心建设

    摘要

    2020年3月,河南省委省政府赋予洛阳打造国际人文交往中心的战略定位。文创产业对打造国际人文交往中心具有重要意义,一方面开发文创产品是延续国际人文交往体验的重要方式,另一方面发展文创产业是打造国际人文交往中心的必然要求。经过近几年的发展,洛阳文创产业初现规模,国有主体走向政府引导、国有资本推动的整合发展之路,已拥有特色系列产品,文化潜力较大。民营企业主导的文创产品已初具规模,出现特色企业,取得较好经济效益。在市场需求的推动下,企业生产积极性较高,为文化产业的发展奠定了基础。国有资本整合、民营资本涌入成为当前洛阳市文创产业发展的特色与动力。然而,洛阳市文创企业虽然在数量上已有一定基础,但尚未出现独占鳌头的文创头部企业,且多数企业面临相似的发展困境:现有薪资体系不足以招揽、留住高端人才;文创产品研发成本高,文创企业普遍存在资金紧张状况;文创产品不是生活必需品,文创企业库存压力突出;文创产品叫好不叫座,文创企业营收有限。要打造洛阳文创旗舰,助力国际人文交往中心建设,一方面要聚焦文创产品,打造独一无二的洛阳IP,营造文创IP的场景消费,加大洛阳非遗的成果转化;另一方面要聚焦文创企业,充分发挥政府职能,激发文创市场活力;培育文创头部企业,打造地域性文创品牌;加大文化政策扶持力度,配备文创专项基金;破解体制机制障碍,创新设计、营销模式。

    Abstract

    In March 2020,the Henan Provincial Party Committee and the Provincial Government puts forward the strategy of building Luoyang as an international humanistic exchange center. The cultural and creative industry is of great significance to the strategy. On the one hand,developing cultural and creative products is an important way to continue the experience of international cultural exchange. On the other hand,developing the cultural and creative industry is an inevitable requirement for building an international humanistic exchange center. After several years of development,Luoyang’s cultural and creative industry has begun to take shape. State-owned entities have moved from building individual museum to a road of integrated development guided by the government and driven by state-owned enterprises. Luoyang already has a series of characteristic products and great cultural potential. Cultural and creative products led by private entities and enterprises have begun to take shape,with characteristic enterprises emerging and better economic benefits obtaining. Driven by market demands,enterprises have a high enthusiasm for production,which has laid a foundation for the formation of the cultural industry. The integration of state-owned capital and the influx of private capital have become the characteristics and driving force of the current development of Luoyang’s cultural and creative industry. However,although the cultural and creative enterprises in Luoyang have a certain foundation in number,there has not yet been a leading cultural and creative enterprise. And most enterprises are facing similar development difficulties:the existing salary system is not good enough to attract and retain high-end talents;the cost of research and development of creative products is high;cultural and creative enterprises are generally in a situation of financial shortage;cultural and creative products are not necessities of life,so cultural and creative enterprises are under great inventory pressure;cultural and creative products are admired but not well-sold,so cultural and creative enterprises have limited revenue. In order to build a flagship of cultural and creative industry in Luoyang and promote the construction of Luoyang as an international humanistic exchange center,on the one hand,it is necessary to focus on cultural and creative products,create unique Luoyang IPs,create consumption scene of cultural and creative IPs,and increase the transformation achievements of Luoyang’s intangible cultural heritage. On the other hand,it is necessary to focus on cultural and creative enterprises,give full play to government functions,stimulate the vitality of the cultural and creative market;cultivate leading cultural and creative enterprises,build regional cultural and creative brands,increase policy support,allocate special cultural and creative funds,crack system and mechanism obstacles,and innovate design and marketing models.
