Through the analysis of the general background of the development of health care industry，this paper shows that it is the right time for Luoyang to develop its health care industry. Then，it studies and analyzes the current situation of the health care industry in Luoyang，and summarizes the difficulties and problems in promoting the health care industry，such as health care service industry chain is too short；health care coverage is small；health care market is imperfect；health care level is low；professional talents are insufficient，etc. To cope with these problems，Luoyang should view this question through an international vision，and build its health care industry into an open and diverse industry with the characteristic of “cultural tourism + health care”. The health care industry should also be made for both domestic and international markets，so it could be helpful to the construction of Loyang as an international humanistic exchange center.
