Based on the “Outline of the 14th Five-Year Plan（2021-2025）for National Economic and Social Development and Vision 2035 of the Zhejiang Province” and “The 14th Five-Year Plan for Emergency Management of Zhejiang Province”，to understand the overall development trend of the emergency management system of the Zhejiang provincial government，in-depth analysis of Zhejiang’s emergency management system and mechanism innovation，and exploration of the development and innovation of local governments in emergency management system and capacity building will help to further grasp the overall direction of the development of the national emergency management system. In terms of the basic positioning of emergency management system construction，Zhejiang Province focuses on strengthening the concept of “Great Safety” in closed-loop risk management and control，focusing on “integrity”，“intelligent governance” and “advanced nature”，and actively preventing and responding to various risks and challenges with the advantages of digital reform，and striving to build a safe China demonstration area. In terms of ideas for the construction of the emergency management system，based on the basic environmental characteristics and main risk characteristics inside and outside the province，the construction of a “big safety，big emergency，and big disaster reduction” system is accelerated. In terms of improving the emergency management system，Zhejiang Province has focused on clarifying the emergency management authority and responsibility system，promoting precise closed-loop risk management and control，establishing and improving emergency management mechanisms such as emergency command，collaborative linkage，and comprehensive security，and constantly improving emergency management regulations and systems. In terms of emergency management capacity building，the focus is on key major engineering projects as the traction，focusing on the construction of three major capacity sectors：precise intelligent control，social co-governance and basic guarantee.
