With the rapid development of economic society，more affairs are newly appeared，more kinds of risks are included in the current society，the uncertainty of risks increases，and more pressures occurs behind the emergency management department. To further improve the abilities and levels of emergency management. This paper summarizes and concludes the experience in practice of emergency management system and mechanism innovation in Guangdong province. In the aspect of system innovation，Guangdong province deepened the reform plan of party and state institutions，effectively solved the problem of unification and division of emergency management departments，and further optimized the coordinated and efficient emergency management mode，and laid a good foundation for core business and responsibility division. Meanwhile，Guangdong province focused on risk investigation and analysis，built a unified division of responsibilities，strengthened division of labor and cooperation among departments at all levels，and further improved the order and close emergency chain. In terms of mechanism innovation，Guangdong province has put forward five measures to improve the level of emergency management according to the five stages of emergency management：preparedness，response，fight，disaster relief，and learning. Based on the core concepts and core issues，Guangdong province has been guided to conduct risk analysis，risk response，overall planning，social mobilization，recovery，experience learning，and so on，which have formed a complete emergency management framework，to effectively improve the comprehensive ability of emergency management.
