通过对洛阳市近年来人才引育政策进行深入研究,发现洛阳市人才引育政策中存在着引才动能不足、引进人才待遇缺乏保障、人才政策覆盖面不全、人才政策落地难执行难等问题,这些使洛阳高层次人才引进普遍存在质量不高、水平不高等问题,影响了洛阳市经济的发展、优秀人才的引进和科技的进步。洛阳市应加强人才创新平台建设,激发用人单位引才动力,组建高层次人才服务机构,提升科技人才创新活力,积极拓展海外人才引进渠道,通过国际人才的来往交流、文化的相互碰撞,共同助力洛阳国际人文交往中心建设。
<<Through in-depth research on the talent introduction and education policies of Luoyang in recent years,it is clear that there are problems such as insufficient motivation for talent introduction,lack of guarantee for the talents introduced,incomplete coverage of talent policies,and difficult implementation of talent policies. These problems made the introduction of high-level talents in Luoyang generally unsuccessful. The low quality and low level of talent had a bad effect on the economic development of Luoyang,the introduction of excellent talents and the progress of science and technology. Luoyang City should strengthen the construction of talent innovation platform,stimulate the motivation of employers to attract talents,set up high-level talent service agencies,enhance the innovation vitality of scientific and technological talents,and actively expand the channels for the introduction of oversea talents. Through the exchange of international talents and the collision of cultures,the construction of Luoyang as an international humanistic exchange center will be greatly improved.
