In August 2021，the Bureau of International Exchange and Cooperation of the Ministry of Culture and Tourism announced the preliminary results of 2023-25 “East Asian Cultural Capital” selection. Luoyang was selected as a candidate city for the “East Asian Cultural Capital” of 2023. The establishment of the “East Asian Cultural Capital” is of great significance for Luoyang to transform its cultural advantages into development advantages and to promote the construction of Luoyang as an international humanistic exchange center. The advantage of developing cultural tourism in Luoyang is the large number of cultural tourism resources of multiple categories；the disadvantages are the lack of international cultural attraction and the lack of participation experience for tourists in activities. The establishment of the “East Asian Cultural Capital” is an opportunity for Luoyang to comprehensively sort out and upgrade its historical and cultural resources. It also is an important starting point for Luoyang to make cultural tourism and cultural and creative products a pillar industry，as well as an effective carrier to enhance Luoyang’s international influence and status as an international humanistic exchange center. Luoyang City should continue to learn from other cities’ advanced experience，focus on creativity and innovation，polish Luoyang’s cultural tourism brands，revitalize Luoyang’s cultural tourism resources，and turn Luoyang’s cultural advantages into development advantages.
