2021年是“十四五”开局之年,与“十三五”相比,河南民办高等教育无论是学校数量,还是在校生规模、人才培养质量等各方面均大幅提升,相对于国家对民办义务教育“严控”和对义务教育“双减”对培训机构的冲击来说,民办高等教育可谓稳步提升。民办高校面临着要在2022年底完成营非登记,虽然多数民办高校已经表示选择非营利,但是或多或少还会有营利方面的思考。面对新时代的高质量要求,高水平民办大学呼之即出也带来一些压力。学科专业设置、师资队伍质量和政策支持等问题制约着河南民办高等教育的高质量发展。一方面需要民办高校加强自身建设,另一方面政府应增强政策出台的实操性,从根本上解决民办高校的共性问题。
<<The year of 2021 is the first year of the “14th Five-Year Plan”. Compared with the “13th Five-year Plan”,private higher education in Henan has greatly improved in terms of the number of schools,the size of students and the quality of personnel training. Compared to the impact of “Strict Control” and “Double Reduction” of compulsory education on training institutions in China,private higher education can be described as a steady improvement. However,private universities in our province are faced with the restriction policy to complete the registration of non-business by the end of 2022,which makes private universities nervous,and problems such as the pressure brought by high-level private universities also need to be resolved. The high-quality development of private higher education in Henan is restricted by discipline and specialty setting,quality of teaching staff and policy support. On the one hand,private universities should strengthen their own construction,on the other hand,the government should increase the practicality of policies,so as to fundamentally solve the common problems of private universities.
